Ethics
In 2007 the Town adopted by ordinance a state provided Code of Ethics. “Section 6. (2) An official or employed may not use or disclose information obtained in his official capacity or position of employment with the intent to result in financial gain for himself or any other person or entity.”
John Loope was appointed to the Louisville Planning Commission by Mayor Geraldine Anderson several years ago. He was elected chairman by the other six (6) members of the Planning Commission. Mr. Loope and his son, Travis, are real estate developers and land speculators. Most of the commercial and industrial buildings which have been built since the Town was formed were built on land which was owned by Mr. Loope including the Tennis Facility, Dominos Pizza and TechCon. Mr. Loope owns the strip shopping center where C& C Outdoors is located and he owns the next three adjacent buildings including the Express Market and Post Office. When new businesses are considering locating in Louisville they call the Planning Commission and they get Mr. Loope who then tells them about zoning and what steps they need to take to build in Louisville. Mr. Loope also serves as Town Engineer which means he over-sees other developers (his competition) who are developing their land.
Does it make sense that Mr. Loope should be in a position to garner information from his official positions which could benefit him in his land speculation business? Does it make sense that he should be in a position of overseeing developers which compete with him and his son? John Loope serves at the pleasure of Mayor Geraldine Anderson and she does not seem to care about these potential conflicts of interest.
